hahaha. as someone born in wisconsin and forced to go back there to visit relatives a few times a year, i will say your description was RIGHT ON!!!!!!!!!!!! i can't even think of one thing to add. And I"m really trying to think! :) Oh, I know..expensive speeding tickets. got one there over easter. it was 186 bucks and the A-hole cop (they DO target illinois drivers) said.. yes, they are more expensive here than in illinois! A-hole.
